One Person, One Vote: Advancing Electoral Equality, Not Equality of Representation


In Evenwel v. Abbott, the Supreme Court was presented in its October 2015 term with the chance to clarify whether the “one person, one vote” principle included a judicially enforceable right to ensure that voters are not denied an equal vote, as explained in a Heritage paper by ACRU Policy Board member Hans A. von Spakovsky and Elizabeth H. Slattery.
